Millions of households in England will receive a £150 rebate on their council tax in the coming weeks. People living in homes in Bands A to D are eligible for the one-time payment, which was introduced to help people struggling with living costs.
Households have been stung so far this month by raising the energy price cap, raising council taxes and raising National Insurance to help fund social care. The government is coming under increasing pressure to support families struggling to pay their rising bills.
Chancellor Rishi Sunak announced the Council’s tax relief scheme in February this year, saying it would cover about 80 per cent of homes in England. To be eligible for the £150 payment, you must live in a Band A to D property in England and it must be your sole or principal residence. Second homes and vacant homes are not eligible.

The government has legally required all municipalities to pay a discount to all eligible residents from April 2022 and at the latest by September 2022. The Manchester Evening News has contacted every borough in Greater Manchester to find out when residents can expect the money. Here’s what they all said.
Bolton Council will make payments in April and May for those who pay by direct debit. But people who don’t pay by direct debit may have to wait longer.
A Bolton Council spokesperson said: “People who pay their council tax by direct debit will have the £150 automatically deposited into their bank account. We expect to make these payments in April and May 2022.
“For people who do not pay by direct debit, we will be ready to process bank payments from May.”
Bury Council will make payments to residents in April and May, according to a statement on its website. The statement added: “Please bear with us while we make payment arrangements. If we already have your bank details because you are paying your council tax by direct debit, we will use them. If we don’t have your bank details, we’ll be in touch in the coming weeks.”
The council did not respond to Manchester Evening News’ request for more information.
People living in Manchester who are eligible for the discount and pay by direct debit should receive their payments from the week of April 18, Manchester City Council said.
Residents who do not pay their municipal taxes by direct debit will soon be invited to apply, the municipality said. These payments are expected to be made from the week of April 25.
The council said anyone unable to get online will be supported to submit their application over the phone.
A Manchester City Council spokesman told the Manchester Evening News: “The quickest and easiest way to claim the discount is to set a director’s debit to pay council tax. However, there will be a system for people who don’t pay by direct debit – and help will be available for those unable to make an online claim to call the Council and be supported through an assisted application process This is an important exercise for the Council but we are confident anyone wishing to claim the £150 , will be able to.”
Oldham Council said eligible households who pay their council tax by direct debit will be the first to receive their payment. People who have set up a direct debit with the municipality will receive their payment from May 2022.
Payment will only take place after the direct debit of the first installment of municipal tax 2022/2023 has been successfully paid, according to the municipality. The municipality encourages people to set up a direct debit as a means of payment to speed up the process.
An Oldham Council spokesperson said: “We are keen to make these vital payments as soon as possible as we know how important they will be to our residents in the current economic climate. However, we must adhere to the guidelines given to us so that we can verify that payments are made to the right people in eligible households.
“We are also working on the necessary adjustments to our systems to be able to make these payments to direct debits. We hope to be a position where we can make payments ahead of schedule and residents should continue to check our website for more information on when they will receive their payment.
“All eligible households will receive their discount regardless of how they currently pay their council tax, but we urge residents to sign up for direct debit as it is a safe and reliable method and the process of paying will support this discount. †
In Rochdale, residents who pay their council tax by direct debit can expect their payments in the month of their first council tax, Rochdale Council said. Residents who do not pay by direct debit will be invited to apply for the allowance later this month.
A spokesperson told the Manchester Evening News: “For residents who pay their council tax by direct debit and whose first installment is collected before 2022/23 in April, we expect to start paying the week of 25 April 2022.
“For residents who pay their municipal taxes by direct debit and whose first installment before 2022/23 is collected in May, we expect to start paying in the week of May 9, 2022, with payments through May.
“For residents who do not pay their municipal taxes by direct debit, we expect to receive applications during the week of April 25, 2022, after which payments will begin.”
The spokesperson added: “We have not yet started payment, but do not expect any delays.”
According to the Salford Council, residents who pay council tax by direct debit will have their payment sent to them automatically after they have paid their April 2022 council tax installment. At the beginning of May 2022, non-collectors will receive a letter inviting them to apply for the discount.
The municipality has not provided any further details, but this information can be found here on its website.
Stockport Council will send payments to residents from May 2022 if they pay by direct debit. Those who do not pay by direct debit may have to wait longer, but the municipality will contact those involved immediately.
A Stockport Council spokesperson told Manchester Evening News: “We aim to start issuing payments from May 2022, when the first direct debit of 2022/23 has been made. This is in line with government guidelines. Following the guidelines, we will make payments to those who pay by direct debit first due to the convenience of this payment method. Residents who do not pay by direct debit will be directed to a form on the Stockport Council website in due course.”

In Tameside, residents who pay their council taxes by direct debit can expect payments between April and May. For those who do not pay by direct debit, residents must apply for the discount. The municipality said it would make an application form available on its website ‘as soon as possible’ for those affected.
A statement on the Tameside Council website reads: “The central government has stated that the energy tax credit is to be paid by the Council between April and September 2022. Tameside Council will make all payments as early as possible.”
The council did not respond to Manchester Evening News’ request for more information.
A statement on the Trafford Council website says: “If you pay your April 2022 term to council tax by direct debit, we will pay the £150 rebate directly into your bank account in most cases.
“If you pay your April 2022 installment in a different way, or if you don’t have to pay council tax because you’re exempt or because you receive council tax support, we’ll arrange an alternative payment method and announce it shortly. We’ll update this page when we have the details.”
Wigan residents who pay council taxes by direct debit can expect payments by late April or early May, Wigan Council said, while residents who do not pay by direct debit will have to complete an application form in May.
Lesley O’Halloran, director of client and culture, told the Manchester Evening News: “In accordance with government guidelines on both timelines and suitability for the scheme, residents of Wigan who pay their council tax by direct debit will pay the £ 150 Energy received Payment of discount processed by the end of April 2022 or early May 2022. We will contact residents to confirm that their payment has been processed, and also contact residents directly if we need more information.
Residents who do not pay by direct debit must complete an application form to claim their £150.00 energy subsidy discount. The application process will go live in May 2022 and payments will begin in June 2022 when all details in the application have been verified.
“We are working hard to ensure that payments reach our residents as quickly as possible. We are developing an online application process to ensure that as many residents as possible receive their payment as quickly as possible. Our discretionary arrangements policy is being prepared and will be published as soon as it is available.”
